GENERAL PURPOSE 

Under the direction of the Engineering Division Manager, manages the development efforts of the Public Works Department including reviewing site plans, plats, and other development applications to ensure compliance with City Standards and Master Plans. Oversees the implementation and construction of private developments.  

ESSENTIAL FUNCTIONS 

Oversees the work of development and SWPPP inspectors, interns and the development secretary. Supervises, trains and conducts performance evaluations of development staff. 

Manages the engineering review and approval on site plans, plats, improvement drawings and building permits for compliance with the master plans, models, construction standards and development ordinances of Spanish Fork City. Meet with City Division Managers to coordinate redline comments and corrections with developers and developer engineers. 

Ensures development meets the City’s floodplain ordinance, hillside ordinance, geotechnical report requirements and SWMP SWPPP requirements. 

Ensures that City infrastructure and easements are preserved. 

Oversees the preparation of bonds to ensure all infrastructure is built to City Standards. Manages and coordinates the release of bonds once infrastructure is completed and accepted by the City. 

Reviews, maintains and implements the storm water, wastewater, drinking water and pressurized irrigation master plans and models. Coordinates with the various Public Works divisions and consultants to update master plans and models. Ensures that construction and development within the City is within compliance with all master plan requirements.  

Implements the Transportation Element of the General Plan. Manages transportation, traffic studies and models. Coordinates with the general public to address transportation concerns throughout the City. 

Maintains and updates the City Construction and Development Standards. Researches new products and construction methods used elsewhere to be implemented in the standards. Coordinates with Public Works divisions on yearly updates of the standards. 

Coordinates with the City Engineer to implement the Storm Water Management Plan. Oversees the SWPPP Inspector to ensure all developments and construction meet the requirements of the Storm Water Management Plan and MS4 permit.  

Performs civil engineering duties relative to planning, surveying, preliminary and final design, drafting, contracting, inspection, and preparing specifications and legal descriptions for Spanish Fork City.  Research and evaluation of designs, products and methods used to determine efficiency and effectiveness of proposed design. 

Oversees the construction of projects.  In a combined effort with the Public Works Inspector, holds regular meetings with the contractors to review the progress.  Makes changes to the design once implemented as deemed necessary.  Travels to the various construction sites to monitor the progress of the construction crews. 

Must be able to report to work on time as scheduled and abide by all city policies and procedures.  Must work well with others and be a team player.  Must be able to understand and follow oral and written instructions.  Must be able to deal with the public in a pleasant and courteous manner in all circumstances.

POSITION QUALIFICATIONS 

  1. Education and Experience: Bachelor degree in Civil Engineering and five (5) years of experience as a PE with increasingly responsible work as civil engineer or closely related field.   
  1. Necessary Knowledge, Skills and Abilities: Must have good understanding of engineering principles and design techniques.  Working knowledge of construction principles. Strong analytical and decision making skills.  Strong willed and ability to set and maintain high expectations.  Ability to organize the efforts of many different people.  Ability to follow through with a project from the start to completion.  Strong word processing and spreadsheet skills.  Ability to write legal contract documents and knowledge of legal terms. 
  1. Special Qualifications: Licensed Professional Engineer in the State of Utah.  Must possess a valid Utah Driver’s License.
